New EU Customs Rules Could Bring Hidden Costs for Irish Shoppers on Temu and Shein
Shoppers in Ireland who frequently buy from non-EU platforms like Temu, Shein, and AliExpress could soon face unexpected expenses if they are unaware of upcoming changes to European Union customs regulations regarding small parcels.
Starting July 1, 2026, a new €3 customs duty will apply to each distinct product category within online parcels valued at up to €150 arriving from outside the EU. For example, if a single package contains three different types of items, shoppers could be hit with up to €9 in customs charges.
Additionally, the Revenue Commissioners have confirmed that a €2 Union handling fee will be introduced from November 1, 2026. This means consumers ordering from outside the EU will soon have to factor in both the handling fee and the new customs duty on top of their purchase price.
Key Advice for Online Shoppers:
- Verify the Shipping Origin: Revenue warns consumers not to assume a product is dispatched from within the EU just because the website uses an ".ie" domain or displays prices in Euros. The physical origin of the shipment is what dictates the customs rules.
- Check When Fees Are Paid: Some websites will calculate and charge these customs fees upfront at checkout. In other cases, the delivery courier may ask for payment before handing over the parcel. Always review the shipping location, customs policies, and terms and conditions before confirming an order.
- Beware of Return Policies: If you return an item, the €3 customs duty is generally non-refundable unless the product is faulty. VAT refund policies also vary significantly between retailers, meaning careless shopping could leave you out of pocket even if you send the items back.
